Civil Liability Insurance for Local Accommodation:

Mandatory delivery by 10th July

Civil Liability Insurance (CR) is compulsory by law for all owners of Local Accommodation (LA) in Portugal. This requirement aims to guarantee the safety of guests, the accountability of operators and the credibility of the tourism sector. Submitting proof of insurance is a prerequisite for maintaining a valid registration in the National Register of Local Accommodation (RNAL).

Legal Obligation and Insurance Submission

According to current legislation, all Local Accommodation registration holders must have valid civil liability insurance covering material and bodily damage caused to third parties during the operation of the property.

Proof of the insurance policy must be submitted annually via the official Gov.pt platform:

Failure to submit or the absence of valid insurance may result in the suspension or cancellation of the local accommodation's registration by the competent authorities.

What Does Liability Insurance Cover?

RC insurance for LA is designed to protect third parties (namely guests and neighbours) by ensuring that compensation is paid in the event of:

- Bodily injury, such as falls, cuts or other accidents;

- Material damage, such as damage to guests' or third parties' property.

However, are not covered:

- Damage to the property itself (AL);

- Damage suffered by the owner, family members or employees;

- Theft or robbery of property inside AL.

👉 Important note: This insurance does not replace multi-risk insurance, which covers, for example, fires, floods or structural damage to the property.

Minimum Capital Cover

The law stipulates a minimum compulsory capital of 75,000 euros per claim. It is essential that the policy complies with legal requirements, guaranteeing sufficient protection for any liabilities arising from the accommodation activity.

How to Submit Proof to Gov.pt

To ensure that your Local Accommodation registration remains active, follow these steps:

Go to gov.pt;

Authenticate yourself with the Digital Mobile Key or the Citizen Card;

Enter the AL registration number and the insurance details (name of insurer, policy number, expiry dates);

Attach proof of insurance in digital format (PDF, JPG, etc.);

Check your details and submit the form;

You will receive proof of submission by e-mail.

All LA owners must provide proof of insurance by 10 July. Failure to comply with this deadline may result in the automatic cancellation of registration with the RNAL.
